Kindly I want to ask about the guidelines that help me to design the I/O ring also I want to know how to connect the the I/O cells with the internal core circuits ?

designing your own I/O and ESD? Or using foundry provided?

If you have access to IBM, then they have a whole host of documentation and examples. Also, I have found that their foundry tech support can be quite helpful as well.

That aside, I/O rings are usually concerned about a few things :-
a) ESD protection
b) RF pads (lower parasitic, weaker protection diodes ...)
c) Clamp cells and latchup
d) Analogue to digital stitch up/isolation
e) Power distribution (voltage drops and current handling)

If you cover all of the above, you're in great shape.
