What tool/language do you use to simulate fractional-N frequency synthesizer?

I wanna know how do you simulate/analyze fractional-N synthesizer, like transient behavior, phase noise, and so on.

You didn't explicitly include MATLAB/Simulink.  Nor did you include Verilog (straight digital verilog) which is another good choice.  And my top choice would be Verilog-AMS.
