What is the virtual instrument in the RF&microwave measurement?

Dear all,

Recently, I am learning something about RF&microwave measurement.And I heard about "virtual instrument"in the measurement. But I'm really confused of it.

Is it a software?

How we use our RF&microwave knowlegde in the "virtual instrument"?

Virtual instrument often means a measurement tool in a simulator.

That would be my guess, got a link to a description of something?
