Hi,
the average power is based on the test signal they used. It is written in the datasheet. Note that the test signal has a PAR of 7 dB, meaning that although the average power is 35.5 W, the peak power is around 178 W.
The 140 W they mention is for a continuous wave and they were testing the load mismatch capabilities. Their testing seems to be under very specific conditions. So if you're looking for very general information, it looks like the datasheet isn't enough.
