It depends!

I'd suggest using Spectre from MMSIM15.1 onwards (note, after this, the release was renamed SPECTRE - so you could also use SPECTRE 16.1, 17.1 or 18.1) together with IC617 (or now IC618), and then you can use the new "timeaverage" noise type on the pnoise form. Then when you plot on the direct plot form, you can a) be sure you're getting phase noise (rather than output noise in dBc) and b) specify whether you want single or double sideband phase noise.

That was one of the reasons Cadence had a revamp of the pnoise/hbnoise setup in these releases, to remove the ambiguity there had been previously and avoid users having to ask these questions...
