Does Vt of a MOS transistor dependent on W and L? If yes what relation??

Yes, there is. Check in a good text book on MOS devices, e.g

Y.Tsividis, Operation and Modeling of The MOS Transistor

very short channel devices exhibit a decrease in Vt. Some process nodes add special implants to minimize this problem and lower leakage.
