I want to have a GUI to tell the SystemVision simulator what i want to simulate without having to constantly edit source code.  

Can anyone make a recommendation on a language to use and if this is even possible

Can you be more specific? The systemvision has it's own GUI. I work on it. you don't have to edit in the code.

You could use your schematics from Virtuoso schematic editor..
No coding this way launch simvimsion along with ncsim from the HED plugin..
