the other question is can i do the rf circuit design with simple HPSICE simulator??

You buy it from Synopsys. Since you have HSpice, you probably have a sales rep who can quote you a price.

Generally, yes, but it might be very painful -- things like: if you want to simulate a few cycles of baseband data on a GHz carrier, you have to run a transient analysis with very small timesteps.
