I use pss+pnoise to simulate the noise of a switching circuit, in pnoise setup, choose jitter as noise type.
And I get a result of 10mV integrated noise. The question is is this value rms-noise or peak-noise?

It's got to be RMS. Peak is not defined for Gaussian noise.

from the equation (19) on page 8 of "Modeling Jitter in PLL-based Frequency Synthesizers", the edge-to-edge jitter is calulated as:
Jee=sqrt(var(nv(tc)) / (dv(tc)/dt)
if var(nv(tc)) is rms noise, Jee should be rms jitter? I am puzzled.

Yes, Jee is RMS jitter.

You might want to update you version of that paper. Eqn (19) is no longer on page 8, and the equation you give is not Eqn (19).
