Which tool provides analysis of electromigration problems and IR drops, in the drawn layout

VAVO and VAEO (Virtuoso Analog VoltageStorm Option, and Virtuoso Analog ElectronStorm option). That's for custom layouts, and it works in conjunction with Assura RCX, and either spectre or Ultrasim.

There's also VoltageStorm/ElectronStorm which work from DEF, and are for a digital place and route flow.
