in case of ADC, what is the significance of plotting rms value of output code Vs frequency? does it gives us power spectrum? what is the significance.Please let me know

what are you trying achieve?
A digital code sinusoid in vs a sinusoid output?
Or something else?

Pretty sure the OP must mean rms output code vs. clock frequency with a dc input.  This would give some information on how much clock coupling there is (if the noise isn't flat across clock rate).
