Title: A PA Driver Circuitry

Hello everyone,
The attachment is the schematic of a PA circuitry and its driver circuit. This circuit is part of transmitter for ASK modulation.
I do not quite understand the mechanism of the driver circuity. It seems only perform as a inverter. But why not use a traditional cmos inverter topology? I supposed that it also achieve a low-pass filter. Is that right?
And at last, what is the advantage of this circuitry?
