Is there a way to quote the original posting when sending a private message?

Sometimes I'll see a message posted to a board and I'll want to comment on it in a private message to that user. The Quote button only works for including the message in a new posting; the PM button starts up with a blank message.

Not directly. The only thing you can do is to copy the original message onto the clipboard, and then click on the "Insert Quote" button and paste the message. The "Insert Quote" button is available when composing your message.

An even better way is to first press the "Quote" button on the orginal message, and then copy the message with the quote header and footer. Then paste this in your instant message. This way the quote will be linked with the original message.
