spectre doesn't work

When I run spectre, it shows that
You do not have permission to run Spectre.
Fatal error found by spectre.
You do not have permission to run Virtuoso(R) Spectre(R).
How to solve this problem?

Chmf,
You do not have a license to run Spectre. Maybe your license
has expired or the path to the license is not defined.
