effect of scalefactor in Spectre

Does anyone know what option scalefactor=0.9 does in Spectre?

Does it only affect L and W of instances in the netlist, or does it also affect L and W of instances within subcircuits in the library?

Does it affect anything other than L and W -- eg, the STI/LOD stress dimensions SA, SB, etc. ?
