Simulated transient noise stationarity

I have a question about how transient noise is generated in Spectre transient noise analysis.  Does the noise model for devices impose any sort of stationarity to the random noise signal, or is it nonstationary?

Cadence has a white paper on their support site on how transient noise is done.  You might start there and see what it says.
