I can't understand meaning of your questions.
What do you mean by "
ADS Device Models
" ?
It means device model file of ADSsim Netlist Syntax ?
ADS can understand device model files of Cadence Spectre Netlist Syntax directly.
What do you mean by "
the process parameters
" ?
What do you mean by "
TSMC 180nm file
" ?

Use correct terminologies.
See the followings.

Currently many foundry come to not provide ADS design kit for new process.
Why don't you use Agilent RFDE2009 or Agilent GoldenGate 4.4.0 with PDK for Cadence Spectre ?
Of course, you can create ADS design kit from design kit for other simulators such as Cadence Spectre.
