Can I make jitter measurements for a VCO with spectre? Is there a function like phaseNoise or I have to do some calculations by hand ?

Try actually reading previous posts on this, or Ken's
paper on the front page (or Analysis tab at the top) about
Jitter and Phase Noise measurements in PLLs.

There is a whole host of information about doing this
both in these papers and in this discussion forum. I suggest
you research that before asking questions...

Andrew.
