Do you have any idea about the definition for tracking jitter?

I have read something like John A. McNeill's dissertation. He gave a definition for tracking jitter for clock recovery.

Now I am measuring the jitter for a PLL used as frequency synthesizer. What is the definition of the tracking jitter for frequency syntheszier? How to measure it?
