Generic CMOS PDK in public domain?

1. Is there anything like a generic CMOS PDK (for various process nodes) available in the public domain? Perhaps worked out by simulation using Pisces.

2. Assuming such a standardized PDK existed, how meaningful will it be to design analog circuit libraries around it?  The way I see it, there are two opposite pulls: on the one hand analog design is a generic set of ideas, but on the other PVT corners vary for different comparable processes. Closely related is the issue of layout parasitic extraction.

Based on my experience not very meaning full, because even for standard CMOS
technologies every foundry has it own different process steps, which result in different CAD layers
and different DRC command rule files. Not to forget about the Spice models and parameters for them.

The entropy of a PDK naturally increases, and any attempt to reverse this direction will require substantial energy Smiley
