Hi,
Does Eldo or Hspice has optimization capability to meet goals at different temperatures?.

Here is the solution I found for this while looking back at this issue. The instance param 'dtemp' will help to simulate a circuit with devices at different temperatures. I know Mentor Eldo supports this feature. Didn't check with other tools.

HSpice also uses 'dtemp' like Eldo; Spectre calls it 'trise'
