CML IQ div/2 circuit problem?

SmileyI looked at out previous designed CML div/2 circuit. The sense amp and regenerative pair use the same W/L. I really don't understand this sizing.
Besides, from the point of view of large signal working principle, the regenerative pair need to have gm*R greater than 1 in order for it to be latch, however, from the point of view of small signal self-oscillation freq, then the amplifier just have a negative total load resistance which does not seen to very intuitive.
