Dielectric Withstanding Measurements using MegaOhm Meters and Hipot tester

I am trying to figure out the difference between a MegaOhm Meter and a Hipot tester....
To me both the equipment appear to be very similar.
Am I correct in assuming the following.

(1) A Mega Ohm meter and a Hipot tester both can be used to test Insulation resistance and dielectric withstanding tests.
(provided they both can generate the required voltage and detect the current)

(2) Hipot tester can be used to perform Dielectric Breakdown.
Most Megaohm meters wont be able to do so....
This is the primary difference between the equipments?
or is there more to it....

Please let me know if i am not correct in my assumptions
