why bang-bang PD need not a charge pump

"BBPDs(bang-bang phase detector) typically provide so much gain as to avoid the use of charge pumps, thus obviating the need for amplification of very short pulses"
quoted from the paper "Analysis and Modeling of Bang-Bang Clock and Data Recovery Circuits"

Is this mean that the utility of a charge pump is to generate a longer pulse ?

or a higher PD gain means a longer pulse output?

so what's the relationship between the gain of a PD and time domain pulses generated by the PD?
