Question about transfer function of PLL

Hello everyone,
I want to know what the transfer function of PLL means in time domain when "s" does not approach zero?

For example, the value of the close-loop transfer function is -6dB, when "s" is j*2*Pi*500K.

In my opinion, that means the input excess phase changes with a frequency of 500KHz. And the output excess only be a half of input excess phase due to the limited bandwidth.

Is that right?
