MEASURING GAIN OF TRANSISTOR ON FR4

Hi..
I have attached one datasheet of ITC 1100 transistor which is a pulsed power transistor of 1000 W output power and having a gain of 10 dB. I want to make an amplifier on FR4 to measure the gain of transistor. I know that FR4 cannot handle such a high power and even I dont have some pre-amplifier which can give atleast 100 W to get 1000 W output power. But I want to make an amplifier using the same transistor on FR4 and want to give 0 dbm to input and get 10 dbm at output. Is it possible?
The mentioned Vcc is 50 volt and other ratings are mentioned in the datasheet. What power supply I will have to use if I want to give 0 dbm to input and want to get 10 dbm at output?
