CW and Pulsed Power

Hi everyone,
Can I convert CW power ratings of an LNA to pulsed power ratings (I'm assuming the variables involved will be time period and duty ratio).
Basically I'm asking is how to get equivalent pulsed power ratings from CW rating and what will be more important, the peak power or the avg. power of pulsed signal?

If an amplifier saturates (lets assume P3dB) at 3dBm of CW power. Then how can I calculate the equivalent pulsed signal to get similar behavior from the amplifier. Should the required pulsed signal's peak power be 3dBm or its avg. power?
