There are two cases to consider. If the phase noise is deterministic (due to deterministic noise on the supply, dead-band jitter, etc.) you just run a very long transient and post-process the waveforms to extract the zero crossings. If the phase noise is due to non-deterministic sources, such as thermal or flicker noise sources, you'll need to turn in your HSpice license for a SpectreRF license. And frankly, you'll be happy you did. SpectreRF is very cool.
