Depends on the context of course. It may be a "timing library format" file which is (was?) used in Cadence tools to hold digital timing information for cells. Not sure it's used in current tools (not really my area of expertise).

It was similar to Synopys' .lib files.

tlf (timing library format) is an industry standard format for standard cell timing information used in static timing analysis of CMOS logic gates after/during synthesis..
the other format, .lib, has been published for public use, but is still privately defined (not industry standard).. but .lib is the more often used format.

Static Timing Analysis tools are used to calculated gate and wiring delays used in logic simulation.
When running Mixed signal simulation, you generally need at least a minimum gate delay that is reasonably accurate to match the timescale of the analog simulation..
one can use STA to get an SDF (standard delay format) file for a circuit, where the delays are extracted from the library file (.tlf or .lib) added up, considering loading effects and (if available) wiring delays.
SDF files can annotate delays onto DIGITAL nets of a mixed signal simulation..
