I was able to get to the submission page using this link.

I'm on the CICC program committee.  If you could tell me where the bad link is, I'll have it corrected.

If you go http://www.ieee-cicc.org/Authorkit.html and search "Click here to activate online submission. Online submission is now active.", you will find this broken link.
