about static consumption

the definition of static consumption is the consumption excluding  switch activity.that means there may be two steady states for evaluating the static consumption, is it ?

i didn't get you what is mean by two steady states,but static power  consumption means  whenever there is  no switching activity that power is static power,in the contest of inverter only leakage power is static power consumption.

oh, im sorry, I mean the two steady states high level and low level in digital circuits, for instance,  an inverter may have static consumption when input is high or low, and the static consumption may be different.

In that case, the number of states would be order 2^n for n independent digital paths Wink, not just 2.
