About deciding the voltage range for flash ADC

HI,
   How the input peak to peak voltage range (not frequency) for conventional flash ADC is decided??.
If we dnt use sample and hold(S/H) , then whether is it decided by the supply voltage?? bcz without (S/H) there are no factors which limits the input voltage range i believe.
If we use (S/H) then,is inut range decided by (S/H) itself??
Or in both the cases are there any other factors too which decides input range??..
