what no-connection pin for?

I found that many chips have some no-connection pin. in my opinion, it would be better place as many power pin as possible, especially when the current is large. sometimes it did use more than one power pin, but still leave some pins as no-connection pins. for example, ADI's AD9627. what is these no-connection pins for?

These pins might be used for testmodes that the manufacturer does not want to disclose to the end user.
