Bets way to check if PLL locked?

Hi:

I have heard many different ways to check if PLL loop locked. One of my friends claimed that checking if TIE of the vco output clk settles is the only correct way. Any comment?

when the control voltage is flat and the phase frequency detector is in phase mode

how you deal with that is up to you.
