If you mean Agilent GoldenGate Simulator, an ideal circulator is available in goldenGateLib as CIR3.
Also isolator(ISO) and gyrator(GYR) are available in goldenGateLib.
Without usigng goldenGateLib, you can describe circulator, isolator and gyrator using Verilog-A.
