circuit for calculating time period with picosecond resolution

Hello,
I have a waveform whose time period I want to measure with picosecond resolution. The period is in sub-microseconds. Delay in measurement should be as minimum as possible.
As far as I know there are Vernier time to digital converters that are capable of picosecond resolution but can measure upto nanoseconds of events because of avoiding large circuits.
Here I want to measure time period, not interval between two events. Are there any circuits that can tell the result with little delay from the instant when the period ends?
